If you like reading the articles at this blog, then you most certainly will love reading All about Linux. A daily read for me, in any case, and the author seems to have to started using Ubuntu recently.

Liang, Try Tor to browse anonymously, and as a side-effect circumvent the censorship in China. All your favourite banned sites can be accessed once you start using Tor.

What works on debian should/will work on Ubuntu too.
You can also use services such as Unipeak or Anonymouse.
Using such proxy services makes your internet very slow, so I suggest that rather than using a program such as Tor, which is an otherwise fine program, that you use a program that doesn’t change circuits, because if you find one fast proxy that works for you then you don’t have to worry about losing it in 10 minutes.
Using Tor usually results in sometimes good connections, sometimes bad and sometimes dead. It is nonetheless the most preferrable anonimity solution.
